Enables user-level installation of Native Messaging hosts.
If this setting is enabled then Vivaldi allows
usage of Native Messaging hosts installed on user level.
If this setting is disabled then Vivaldi will
only use Native Messaging hosts installed on system level.
If this setting is left not set Vivaldi
will allow usage of user-level Native Messaging hosts.
