If you enable this setting, users can change the set of Auto URLs. If administrative URLs are supplied, the user's Auto URLs will override them.
If you disable this setting, users cannot change the set of Auto URLs and only the administrative Auto URLs will apply.
If this setting is not set, users can change the set of Auto URLs and override the administrative Auto URLs.
