If you enable this setting, users can change the set of Auto URL exceptions. If administrative URL exceptions are supplied, the user's Auto URL exceptions will override them.
If you disable this setting, users cannot change the set of Auto URL exceptions and only the administrative Auto URL exceptions will apply.
If this setting is not enabled or disabled, users can change the set of Auto URL exceptions and override the administrative Auto URLs.
