User interface theme

Allows you to specify whether the user can customize the WindowSMART client UI. If this policy is enabled, the settings you select are enforced and cannot be changed by the user. If this policy is disabled, the main window background is set to No Texture and window header color is set to Green (default), and cannot be changed. If this policy is not configured, the user can change both theme settings.
