Enabling this (default if not configured) means the Specops uReset Client, at logon, reads the SCP and saves the ExternalUrl configured in the SCP locally in registry.
The cached ExternalUrl will be used if user wants to do a reset (from "Password Reset..." on the Windows Logon screen, or the Start Menu shortcut for reset), but only has Internet connection, but not to the company Intranet.
If set to disabled, the ExternalUrl will not be cached.
Normally, there is no need to configure this.
