If this setting is enabled then users will not be able to add accounts from other domains to groups that they manage. The domain selection box in the Add Members window will be will be set to the user's own domain and the user will not be able to change it.
If this setting is disabled or not configured then the user will be able to select other domains to add members from as normal.
