If this setting is enabled then the user will not be able to add members to any groups. The Add button on the Edit Group Members window will be removed and the Add Members option on the group list right click menu will be disabled.
If this setting is disabled or not configured then the user will be able to add members to any groups (assuming they have the relevant permissions in Active Directory)
