Disable creating a desktop shortcut (Recommendation Setting)

Default setting is disabled.

If this setting is enabled, no shortcut will be created on desktop.

If this setting is disabled, a shortcut will be created on desktop the first time the user logs in.

If this setting is not set, client will use default setting.
