Enabled/Allow Management Provider and Wizard: Users can be initialized via Management Provider interface, Quick Initialization Wizard or User Initialization Wizard .
Enabled/Allow Management Provider only: Users can be initialized only via Management Provider interface.
Disabled: Users cannot be initialized.
Default value: Enabled/Allow Management Provider Interface and Wizard.
