Allow WinHlp32.exe to access .hlp files stored on intranet sites

Past releases of WinHlp32.exe allowed users to remotely access .hlp files stored on intranet sites. This feature can, however, make your system vulnerable to security threats. In Windows Vista, using WinHlp32.exe to access .hlp files stored on intranet sites is blocked by default. You can allow access to these files with group policy.
Two group policies -- a local machine group policy and a current user group policy -- are provided for controlling this feature. You can also use a user registry setting to manage this feature. Precedence is given in this order: local machine group policy, current user group policy, and last to the user registry setting. If neither policy has been set and the user registry setting has not been set, access to .hlp files stored on intranet sites is blocked.
If this policy has precedence and is turned off, access to .hlp files stored on the intranet will be blocked.
If this policy has precedence and is turned on, access to .hlp files stored on the intranet will be allowed.
