Allow HEVC Decoding

This setting allows you to configure HEVC (also known as H.265) decoding for the Blast protocol. When enabled, HEVC decoding becomes the preferred option. When disabled, HEVC decoding is never used. When not configured, the user is allowed to choose whether to enable the HEVC decoding.
