Configure Diagnostics Mode Symantec connectivity check

Allows PKI Client to skip checks for connectivity to Symantec services when running in Diagnostics Mode. Disable this setting if PKI Client will not have access to the Symantec service.

Set whether PKI Client will check for connectivity to the Symantec service when running in Diagnostics Mode.
