This policy setting controls whether users can customize the Quick Access Toolbar using the application's user interface. For Office 2007 applications, the Quick Access Toolbar appears in the title bar and provides users with convenient access to commonly used commands such as Save and Undo.
If you enable this policy setting, users cannot make changes to the Quick Access Toolbar by using the Customization tab in the application's Options dialog box or by right-clicking the Quick Access Toolbar. Templates that add and remove commands from the toolbar are not affected.
If you disable or do not configure this policy setting, users can customize the Quick Access Toolbar by adding or removing commands. Templates can also add and remove commands when they are loaded.
