如果此政策已启用，系统便会为相应设备开启 PluginVm，但前提是其他设置也允许该设备运行它。若要允许 PluginVm 运行，必须将 PluginVmAllowed 和 UserPluginVmAllowed 设为 True，并且必须设置 PluginVmLicenseKey 或 PluginVmUserId。
如果此政策已停用或未设置，系统便不会为相应设备开启 PluginVm。
