Disables Google Drive syncing in the Google Chrome OS Files app when using a mobile connection when set to True. In that case, data is only synced to Google Drive when connected via Wi-Fi or Ethernet.
If not set or set to False, then users will be able to transfer files to Google Drive via mobile connections.
