Ask if user would like to copy existing query when creating a new query

If this setting is enabled then each time a user creates a new query they will be asked if they would like to copy parameters from an existing query.
If this setting is disabled then the user will never be prompted to copy parameters from an existing query when creating a new query.
If this setting is not configured, the setting that the user has configured in the Options window will take effect.
